Th: Jefferson has the honor to submit to the judgment of the President the rough draught of the Report he has prepared on commerce.

The text sent to Washington, in the hand of George Taylor, Jr., with revisions made by TJ in response to comments he had solicited from Tench Coxe, is in DLC: TJ Papers, 69: 11981–91; see also Coxe to TJ, 5 Feb. [1793], and enclosure. It was received by the President on 11 Feb. (Washington, Journal description begins Dorothy Twohig, ed., The Journal of the Proceedings of the President, 1793–1797, Charlottesville, 1981 description ends , 50). The drafts and final state of the Report will be printed and discussed at 16 Dec. 1793.
