The reasons given by Govr. M. in favor of accepting his organization of the Militia, seem sufficient to make a safe exception to the rule from which it departs.1

1JM referred to David B. Mitchell’s letter to John Armstrong of 31 Aug. 1813, which has not been found but is mentioned in Parker’s letter to Mitchell of 15 Sept. 1813. Parker stated that “in the absence of the Secretary of War” he had submitted Mitchell’s letter to JM, who approved of the governor’s decisions (DNA: RG 107, LSMA).
