Portsmouth, New Hampshire, January 23, 1795. “I have to State to you the amount of expenditures on the fortifications of the harbour of Portsmouth …2 including the Blockhouse, a Store, and Furnace & Commission thereon…. There still remains to be performed work on the walls…. I have omitted to transmit my accounts with the Vouchers presuming it to be unnecessary untill the whole work shall be compleated….”

1. Whipple was collector of customs at Portsmouth, New Hampshire.

2. The harbor of Portsmouth was being fortified under the provisions of “An Act to provide for the Defence of certain Ports and Harbors in the United States” (1 Stat. description begins The Public Statutes at Large of the United States of America (Boston, 1845). description ends 345–46 [March 20, 1794]).
