General Knox presents his Compliments to Mr Dandridge and requests that the papers, accompanying this, respecting the Frigates, may be submitted to the President of the United States.1
A Copy of the promotions and appointments in the army is also transmitted.2

1. Knox probably was submitting materials for the report that he sent to the House of Representatives on 29 Dec. about construction of the frigates (, 1:6–17). , Naval Affairs
2. The enclosed copy has not been identified. GW signed commissions for thirty officers of the corps of artillerists and engineers on 27 Dec. ( , 324). On 29 Dec. he submitted to the Senate a list of promotions and appointments in the cavalry and sub-legions as well as in the artillerists and engineers.
