29The gunpowder had been used for “blowing” or blasting rock in the 1,200-yard canal that was being dug at Shadwell by a gang of hired slaves. After twenty-six years and an estimated cost of $20,000 this essential feature of TJ’s long-planned Shadwell millworks was nearing completion. His toll mill—a small mill for grinding grain for TJ’s household use and, for a toll, that of his neighbors—began to operate in Dec. 1803. The large manufacturing mill, one of TJ’s greatest hopes for providing a steady cash income, was not completed until 1807. This mill, which ground the wheat destined for market by TJ and his neighbors, never justified his tremendous investment. Its tenants were poor managers and slow to pay the rent, the mill needed constant repair, the dam was repeatedly washed away, and TJ’s canal became the focal point of a time-consuming and expensive dispute with the Rivanna Navigation Company (Betts, Farm Book, p. 341-4, 363-411 description begins Thomas Jefferson’s Farm Book, ed.
