In this list of recommendations for Army appointments, those recommended have not been identified. Whenever possible, however, the individuals making the recommendations have been identified.

16Mordecai Hale, a veteran of the American Revolution, was a resident of Westchester County and a member of the New York Assembly in 1796 and 1797.

17Henry Glen, a resident of Schenectady, New York, was a member of the New York Assembly in 1786 and 1787 and a member of the House of Representatives from 1793 to 1801.

18David Brooks was a resident of Dutchess County and a Federalist. He served as a member of the New York Assembly in 1794, 1795, and 1796. From November 24, 1795, to June 4, 1807, he was a county judge.

19John E. Van Allen (Alen), a resident of Rensselaer County, served as a Federalist member of the House of Representatives from 1793 to 1799.

20James Cochran, who had been H’s law clerk, was admitted to practice before the New York Supreme Court on October 20, 1790 (MS Minutes of the New York Supreme Court, 1790 [Hall of Records, New York City]). He was a member of the House of Representatives from 1797 to 1799.

21Jeremiah Van Rensselaer, a veteran of the American Revolution, was a resident of Rensselaer County and a Republican. He served in the New York Assembly in the 1788–1789 session and was a member of the House of Representatives from 1789 to 1791. In 1798 he became president of the Bank of Albany.

22John Robinson was an Albany merchant.

23John Tayler, a resident of Albany County, served in the New York Assembly from 1777 to 1779, from 1780 to 1781, and in 1786 and 1787. From February 7, 1797, to January, 1803, he was a county judge for Albany County.

24Abraham Van Vechten, a resident of Albany, had been assistant attorney general for the Fifth District of New York from February, 1796, to February, 1797. In 1798 he was elected to the state Senate as a Federalist.

25Henry Wynkoop was a resident of Bucks County, Pennsylvania. He served in the Continental Congress from 1783 to 1789 and was a member of the House of Representatives from 1789 to 1791.

26Jacob Morris, a resident of the town of Butternuts, Otsego County, and a Federalist, had served in the New York Assembly from 1792 to 1793 and from 1795 to 1796. In 1798 he was elected to the state Senate.

27Philip Van Cortlandt was brevetted a brigadier general at the end of the American Revolution. He was a member of the New York Assembly from 1788 to 1790 and a member of the state Senate from 1791 to 1793. In 1793 he was elected as a Republican to the House of Representatives and served until 1809.

31Edward Livingston, the youngest brother of Chancellor Robert R. Livingston, was a Republican member of the House of Representatives from 1795 to 1801.

33Ezekiel Gilbert, a resident of Columbia County and a Federalist, served as a member of the New York Assembly from 1789 to 1790. From 1795 to 1797 he was a member of the House of Representatives.

34John Williams, a resident of Washington County, was a veteran of the American Revolution. He served in the New York Senate from 1777 to 1778 and from 1782 to 1785 and in the state Assembly in 1781 and 1782. From 1795 to 1799 he was a member of the House of Representatives. Although he was originally a Republican, he frequently voted with the Federalists in Congress.

35Aquila Giles, a resident of Kings County, served in the New York Assembly from 1788 to 1793. From May, 1792, to March, 1801, he was United States marshal for the District of New York.

36Philip L. Hoffman, a resident of Columbia County, was a member of the New York Assembly in 1795. From 1791 to 1800 he was surrogate of Columbia County.

37Thomas Cooper was a New York City lawyer.

39Egbert Benson, a Federalist from Dutchess County, became New York’s first attorney general in 1777. He served in the state Assembly from 1777 to 1781 and again in 1788. He was a member of the Continental Congress from 1784 to 1788, a member of the House of Representatives from 1789 to 1793, and an associate justice of the New York Supreme Court from 11794 to 1801.

41John Laurance, a veteran of the American Revolution, was one of H’s closest friends. Laurance was a delegate to the Continental Congress from 1785 to 1787 and served in the New York Senate from 1788 to 1790. He was a member of the House of Representatives from 1789 to 1793. In May, 1794, he accepted the appointment as United States judge for the District of New York, and he held this position until 1796, when he was elected to the United States Senate as the successor to Rufus King. He remained in the Senate until his resignation in August, 1800.

From 1797 to 1803 he was a member of the House of Representatives.
