[Philadelphia] Jan. 16. 1793.
Th: Jefferson finding the inclosed letter out of it’s place, suspects it may have escaped him when he sent the others to the President. lest that should have been the case he now sends it with his respects.1

1. Jefferson had laid the enclosure, Gouverneur Morris’s letter to him of 10 Sept. 1792 “mentioning the Murders &c. which took place in Paris a short time previous to the date of his letter,” before GW on the day of its receipt, 10 Jan. 1793 ( 7; Morris’s letter is in 24:364–65). During the September Massacres of 2–6 Sept. 1792, mobs invaded prisons in and around Paris and summarily executed over 1,000 persons. On 17 Jan., Tobias Lear returned Morris’s letter to Jefferson and informed “him that it had been before sent to the President” (DLC: Jefferson Papers).
