1. Jefferson placed a mark directly in front of this word and noted in the left-hand margin of the manuscript page: “Report on the commerce of the US.”
2. On 10 Feb., Jefferson sent GW “the rough draught of the Report he has prepared on commerce” for GW’s “judgment” (DLC:GW). For a history of this report and its revisions, see the editorial note to “Report on Commerce” in 27:532–35. For the draft presented to GW, see “Second Stage of the Report on Commerce [before 5 Feb.-after 23 Feb. 1793],” and notes, ibid., 553–67. GW wrote only one penciled notation on the draft (ibid., 566, n.24). The report was submitted in its final form to Congress on 16 Dec. 1793 (ibid., 567–81).
