Tobias Lear to Thomas Jefferson

[Philadelphia] Tuesday Noon May 14th 1793

The President of the United States requests that the Secretary of State will lay the enclosed letter before the Gentlemen who are to meet today—that it may be taken into consideration with the other matters which may be before them.1

AL, DLC: Jefferson Papers. At the bottom of the manuscript page, Jefferson wrote, “viz. a letter from T. Newton.”

1For the enclosed letter, see Thomas Newton, Jr., and William Lindsay to GW, 5 May 1793. The cabinet discussions of 14 May were partially a response to British complaints about French privateering off the American coast (Jefferson to Ternant, 15 May, Jefferson Papers, description begins Julian P. Boyd et al., eds. The Papers of Thomas Jefferson. 41 vols. to date. Princeton, N.J., 1950–. description ends 26:42–44; Jefferson to George Hammond, 15 May, enclosed in Lear to Jefferson, 15 May, Jefferson to GW, 16 May; JPP, description begins Dorothy Twohig, ed. The Journal of the Proceedings of the President, 1793–1797. Charlottesville, Va., 1981. description ends 138–40). On the cabinet’s debate over privateering and American neutrality in the war between France and Great Britain, see Memorandum from Alexander Hamilton, 15 May and n.1.
