The Paymaster of the Army has to apologize to the President for the detailed manner in which the candidates for the appointments of Sub-Paymasters are laid before him,1 and to state that they would be submitted in a more collective form, did they not come to the Paymaster from day to day, and did not a necessity exist to have them appointed as speedily as circumstances would permit. 1. On 26 Sept. 1814 Brent sent JM eleven recess appointments of assistant district paymasters for Senate confirmation. He sent two more on 8 Nov. 1814, two more on 9 Nov., and two more on 15 Nov. (Senate Exec. Proceedings, description begins Journal of the Executive Proceedings of the Senate of the United States of America (3 vols.; Washington, 1828). description ends 2:531–32, 580, 583–84, 586).
