of the US. of America

I now lay before Congress the annual account of the fund established for defraying the Contingent charges of government. No occasion having arisen for making use of any part of it in the present year, the balance of eighteen thousand five hundred and sixty dollars, unexpended at the end of the last year, remains now in the Treasury.

Recorded in SJL with notation “Contingent fund.” Enclosure: “Account of the Fund established for defraying the Contingent Charges of Government for the Year 1803,” Register’s Office, 2 Jan. 1804, noting that from the grant of $20,000 on 1 May 1802, $18,560 remains unexpended and “subject to the Orders of the President,” the same balance as of 31 Dec. 1802 (MS in DNA: RG 233, PM, in a clerk’s hand, signed by Joseph Nourse, endorsed by a House clerk; MS in DNA: RG 46, LPPM, in same clerk’s hand, signed by Nourse, endorsed by a Senate clerk).

Lewis Harvie delivered this message to Congress on 3 Jan. 1804. The House read and tabled the message and enclosed account. The Senate read them and ordered “That they lie on file” (JHR description begins Journal of the House of Representatives of the United States, Washington, D.C., 1826, 9 vols. description ends , 4:511; JS description begins Journal of the Senate of the United States, Washington, D.C., 1820-21, 5 vols. description ends , 3:332).
