Some of Pinckney’s recommendations on South Carolina appointments were incorporated into Burr’s memorandum of this date printed above. Pinckney probably left this memorandum with the president before he left for Charleston.
In letters to Madison and TJ on 26 May, Pinckney reiterated his recommendation that Daniel D’Oyley replace James Simons as collector at Charleston. D’Oyley was Pinckney’s cousin (Madison, Papers, Sec. of State Ser., 1:230; Pinckney to TJ, 26 May).
A leading Jeffersonian in South Carolina, Thomas Lehré served in the state assembly until elected sherifff or Charleston District in 1798, a position he held through 1803. He then returned to the general assembly (S. C. Biographical Directory, House of Representatives, 4:348–9).
In 1798 Charleston merchant John Splatt Cripps was appointed commissary general of purchases for the South Carolina militia. He also served as a director of the Bank of South Carolina. On 24 Sep. 1801 William Smith and Company received appointment as navy agent at Charleston in the place of William crafts, who resigned (S. C. Biographical Directory, House of Representatives, 3:268; Charleston City-Gazette and Daily Advertiser, 14 Feb., 4 Aug. 1798; , Dec. 1800-Dec. 1801, 374–5).
