Treasury Department, June 30, 1794. Asks “what Experience has decided in regard to the quality of the sail Cloth1 which has been used for the Cutter under your direction.”2

2. This letter was endorsed “Answer’d 13 July.” The reply has not been found, but presumably it was written by Williams’s deputy, Christopher Richmond. See Richmond to H, June 26, 1794, note 1. At the bottom of this letter the following note appears: “It was American Sail Cloth.”
