Inclosed I send you the Act of the Legislature of Pennsylvania which I mentioned Yesterday Evening.1 It is by no Means what I wished it to have been; yet that it is not worse required much Exertion. I am, with unfeigned Respect, dear Sir your most obedt humble Servt

1. Powel enclosed a printed copy of “An Act to provide for the temporary defence of the Frontiers of this commonwealth,” passed by the Pennsylvania legislature on 16 Mar. 1791. The act noted that “various well authenticated accounts from the western frontiers of this commonwealth” demonstrate that “they are in imminent danger of being invaded by the Indian tribes now at war with the United States and it is necessary that immediate and vigorous measures be taken to prevent their hostile incursions and to provide for the security of the frontier inhabitants of this commonwealth.” The act appropriated £4,000 “to make immediate provision for the temporary defence of the frontiers of this commonwealth, untill, in the Opinion of the Governor, the Measures of the Government of the United-States shall give Protection thereto” (DNA: RG 59, Miscellaneous Letters).
