To Jean Baptiste Ternant

Aug. 12. 1791.

The Secretary of state has the honour to inform the Minister of France that the President will recieve his letters of credence to-day at half after two: that this will be done in a room of private audience, without any ceremony whatever, or other person present than the Secretary of state, this being the usage which will be observed.

As the Secretary of state will be with the President before that hour on business, the Minister will find him there.

Upon Ternant’s arrival in Philadelphia two days earlier, TJ had arranged at Ternant’s request an unofficial visit with Washington which, in the minister’s words, though “absolument etrangere aux affaires, de ma mission,” was marked on the President’s part by a display of “la cordiale intimé la plus flatteuse pour moi.” Ternant was equally impressed by the republican simplicity with which his former commander received his letters of credence this day in the presence of TJ, reporting to the French foreign minister that “après avoir presenté mes lettres au President, sans lui avoir fait ni en avoir reçu aucun des complimens d’usage, il a paru mettre un peu de coté la dignité d’office, m’a fait asseoir auprès de lui, et a causé comme à la premiere entrevue de diverses choses etrangeres aux affaires, en ne laissant cependant echapper aucune occasion de me faire sentir tout le plaisir qu’il avoit à me voir Ministre du Roi près les Etats unis—Cet acceuil tout à fait amical du President, m’est d’un heureux présage pour l’avenir, et je trouve dans la maniere simple qu’il a adoptée pour la réception des Ministres publics quelques avantages relativement à une future mission d’Angleterre dont j’aurai l’honneur de vous parler dans ma depeche suivante” (Ternant to Montmorin, 13 Aug. 1791, Turner, cfm, p. 43–4).
