Meriwether Lewis delivered TJ’s message and accompanying documents to Congress on 17 Feb. The House of Representatives read the communication on that date and the Senate on 18 Feb. (JHR description begins Journal of the House of Representatives of the United States, Washington, D.C., 1826, 9 vols. description ends , 4:102; JS description begins Journal of the Senate of the United States, Washington, D.C., 1820–21, 5 vols. description ends , 3:182). The documents relating to U.S. expenditures for the Barbary powers remained with the House of Representatives and the roll of the persons having office or employment in the U.S. government remained with the Senate. All of the documents relating to the Barbary expenditures were printed by order of the House as a Message from the President of the United States, Transmitting Sundry Documents Relative to the Transactions of the United States with the Barbary Powers (see Shaw-Shoemaker description begins Ralph R. Shaw and Richard H. Shoemaker, comps., American Bibliography: A Preliminary Checklist for 1801–1819, New York, 1958–63, 22 vols. description ends , No. 3363). Instead of arranging the enclosures as directed by Gallatin (see Enclosure No. 2, printed below), the printer placed Statement AA, the sketch of expenditures, first, followed by the general statement of appropriations and the other statements in alphabetical order, A through Z.
