Thomas Jefferson Papers

From Thomas Jefferson to the Senate and the House of Representatives, 16 February 1802

To the Senate and the House of Representatives

Gentlemen of the Senate, and
of the House of Representatives

I now transmit a statement of the expences incurred by the US. in their transactions with the the Barbary powers, and a Roll of the persons having office or employment under the US. as was proposed in my messages of December the 7th. and 22d.   neither is as perfect as could have been wished; and the latter not so much so as further time & enquiry may enable us to make it.

The great volume of these communications, and the delay it would produce to make out a second copy, will I trust be deemed a sufficient reason for sending one of them to the one house, and the other to the other, with a request that they may be interchanged for mutual information, rather than to subject both to further delay.

Th: Jefferson
Feb. 16. 1802.

PrC (DLC); presumably pressed from RC to the Senate (not found). RC (DNA: RG 233, PM, 7th Cong., 1st sess.); in Meriwether Lewis’s hand, signed and dated by TJ. Recorded in SJL with notation “exp. with Barbary.” Enclosures: Gallatin to TJ, 12 Feb., and enclosure. For other enclosures, see below.

Meriwether Lewis delivered TJ’s message and accompanying documents to Congress on 17 Feb. The House of Representatives read the communication on that date and the Senate on 18 Feb. (JHR description begins Journal of the House of Representatives of the United States, Washington, D.C., 1826, 9 vols. description ends , 4:102; JS description begins Journal of the Senate of the United States, Washington, D.C., 1820–21, 5 vols. description ends , 3:182). The documents relating to U.S. expenditures for the Barbary powers remained with the House of Representatives and the roll of the persons having office or employment in the U.S. government remained with the Senate. All of the documents relating to the Barbary expenditures were printed by order of the House as a Message from the President of the United States, Transmitting Sundry Documents Relative to the Transactions of the United States with the Barbary Powers (see Shaw-Shoemaker description begins Ralph R. Shaw and Richard H. Shoemaker, comps., American Bibliography: A Preliminary Checklist for 1801–1819, New York, 1958–63, 22 vols. description ends , No. 3363). Instead of arranging the enclosures as directed by Gallatin (see Enclosure No. 2, printed below), the printer placed Statement AA, the sketch of expenditures, first, followed by the general statement of appropriations and the other statements in alphabetical order, A through Z. William Duane, by order of the Senate, published Message from the President of United States, Transmitting a Roll of the Persons having Office or Employment under the United States, a pamphlet of over 150 pages (see Sowerby, description begins E. Millicent Sowerby, comp., Catalogue of the Library of Thomas Jefferson, Washington, D.C., 1952–59, 5 vols. description ends No. 4166; Shaw-Shoemaker description begins Ralph R. Shaw and Richard H. Shoemaker, comps., American Bibliography: A Preliminary Checklist for 1801–1819, New York, 1958–63, 22 vols. description ends , No. 3360).
