To the Senate

May 29. 1813

The Swedish Government having repeatedly manifested a desire to interchange a public Minister with the U. States, and having lately appointed one with that view, and other considerations concerning to render it advisable at this period, to make a correspondent appointment,

I nominate Jonathan Russell of Rhode Island, to be Minister Plenipotentiary of the U. States to Sweden.1

1On 9 July 1813, by a vote of twenty-two to fourteen, the Senate resolved that “it is inexpedient, at this time, to send a Minister Plenipotentiary to Sweden.” JM renominated Russell for the same post on 14 Jan. 1814 and gained the Senate’s consent, sixteen to fourteen, on 18 Jan.
