To the Senate
Gentlemen of the Senate.
I now communicate to you a letter from the Secretary of State inclosing an estimate of the expences which appear at present necessary for carrying into effect the Convention between the U.S. of America and the French Republic, which has been prepared at the request of the House of Representatives.

The Senate received this message and the enclosures from Meriwether Lewis on the 12th. After the papers were read they were tabled “for consideration.” On 24 Mch., the Senate received from the House of Representatives the bill for appropriation of funds to carry out the convention. The following day the Senate referred the bill to a committee. Wilson Cary Nicholas reported for the committee on 26 Mch., offering no amendment to the House version, and the bill passed the Senate on 1 Apr. (, 3:168, 195–7, 201).
