Bartholomew Dandridge, Jr., to Edmund Randolph

[Philadelphia] 21st Feby 1794.

By the President’s order Bw Dandridge transmits to the Secy of State, the draft of the Proclamation in order that it may be copied for the Presidents signature, after wch the President wishes the draft to be returned to him.1
