Sir

Permit me to congratulate you on the success of the republicans in this State in the choice of Electors & representatives to Congress; and of the prospect of great unanimity in the approaching presidential election.1

I avail myself of this opportunity of presenting you with a copy of my speech to the legislature at the opening of their present session.2 I have the honor to be with much respect and esteem, Sir, your most obedient humble servant

1The Daily National Intelligencer, on 19 Nov. 1816, reported that New Hampshire would send six Republicans to replace six Federalists in the Fifteenth Congress, and that the state had cast eight electoral votes for James Monroe and Daniel D. Tompkins in the presidential election.

2The enclosure has not been found, but Plumer undoubtedly enclosed a printed copy of his 20 Nov. 1816 address to the New Hampshire legislature (Shaw and Shoemaker description begins R. R. Shaw and R. H. Shoemaker, comps., American Bibliography: A Preliminary Checklist for 1801–1819 (22 vols.; New York, 1958–66). description ends 38396).
