§ From William Riggin. 1 September 1805. “I have the honor to inclose you a copy of my respects of the 1st. July.

“The public opinion is now general that a war between this Country and France is inevitable; the army is now on the war establishment, and if credit can be given to common report hostilities may be daily expected to commence.”
