From George Washington to William Livingston, 11 August 1778
To William Livingston
Head Quarters White Plains 11 Augst 1778.
Dear Sir,
I was favor’d with yours of the 7th in[stant] this morning.1
You will perceive by the enclosure from Colo. Biddle the Forage Master General to the Army the prices that have been given for hay in the different States and that the proper measures will be used to exempt Somerset County from her proportion of Forage.2
The last accounts from Rhode Island was of the 6th with the news of the Enemy’s destroying several of their Frigates upon the approach of two of the Count D’Estaings Ships to give them battle. I am dear Sir &c.

1. Livingston’s letter of 7 Aug. has not been found.
2. This enclosure has not been identified. On this date GW’s secretary James McHenry had written to Clement Biddle: “The inclosed letter from Governr Livingston came to Head Quarters this morning—The General desires to know the reasons why a greater price is given in Pennsylvania than the State of Jersey for hay—He also wishes that attention may be paid to the County of Sommerset as circumstanced it should if possible be exempted from its proportion of forage.” McHenry asked that Biddle return Livingston’s letter (DLC:GW).
