War Department, September 15, 1794. “… It is the President’s desire, that no time should be lost in uniting the whole of the militia of Maryland at Fort Cumberland. If the commanding officer1 has not already taken the field, it is desirable that he should do it without delay, in order to combine, arrange and accelerate the ulterior movements.”
