Morristown, 22 Jan. 1780. Acknowledges TJ’s letter of 16 Dec. 1779, which did not come to hand until 16 Jan. Will give proper consideration to applications from the enemy for flag-of-truce vessels to the Chesapeake. Has communicated Col. Bland’s case to Congress.
