Philadelphia, 7 Apr. 1781. Encloses copies of two important letters received this morning from Governor Livingston and General Forman.

FC (Lb in DNA: RG 360, PCC); 1 p.; at head of text: “To His Excelly. General Washington”; at foot of text: “N.B. The like to the Presidents of Pennsylvania & Delaware & the Governors of Maryland & Virginia.” Enclosures: (1) David Forman to Huntington, Freehold, 2 Apr. 1781, stating that he just learned from a highly reliable informant in New York that a large British expeditionary force under Sir Henry Clinton’s command was preparing to set sail in order to take post at New Castle, Delaware, and that he is further inclined to credit this report because of the “known disaffection of the lower parts of Delaware and Maryland States.” (2) William Livingston to Huntington, Trenton, 5 Apr. 1781, stating that he has just received No. 1 and is forwarding it by express on the assumption that it contains the same reliable intelligence about the planned British expedition against New Castle as the covering letter he received at the same time from Forman (RCs in same).
