War Department, August 14, 1799. “Governor Davie of North Carolina, lately transmitted to me, three copies of the inclosed work, entitled ‘Instructions, to be observed for the formations, and movements of the Cavalry,’1 published agreeably to a resolution of the Legislature of North Carolina.2 One of these copies, the Governor requested I would present to you.…”

2On December 22, 1798, the House of Commons of North Carolina resolved: “That the Governor of this state be and he is hereby authorised and requested to contract with the Printer, for one hundred and fifty copies of the regulations for disciplining the cavalry, as laid down by General Davie: and when the pamphlet shall be so completed, the Governor is further requested to distribute them in equal proportion among the several officers commanding the different regiments of cavalry in the state, in such manner as he shall judge most convenient” (Journal of the House of Commons of North Carolina. At a General Assembly begun and held at the City of Raleigh, on Monday the nineteenth day of November, in the year of our Lord one thousand seven hundred and ninety-eight, and of the Independence of the United States of America the twenty-third. It being the First Session of this Assembly [n.p., n.d.], 71). The Senate had approved the same resolution on December 21 (Journal of the Senate of North Carolina. At a General Assembly begun and held at the City of Raleigh, on Monday the nineteenth day of November, in the year of our Lord one thousand seven hundred and ninety-eight, and of the Independence of the United States of America the twenty-third: It being the First Session of this Assembly [n.p., n.d.], 74).
