[Washington, North Carolina, December 10, 1794. On January 31, 1795, Oliver Wolcott, Jr., wrote to Keais: “The Secretary of the Treasury has referred your letter of Decr. 10 to this office to which I reply.”2 Letter not found.]
1. Keais was collector of customs at Washington, North Carolina, and inspector of the port of Washington.

The remainder of Wolcott’s letter indicates that Keais’s letter to H concerned a problem of collecting duties under Section 38 of “An Act to provide more effectually for the collection of the duties imposed by law on goods, wares and merchandise imported into the United States, and on the tonnage of ships or vessels” ( 145–78 [August 4, 1790]).
