War Department, July 2, 1799. “If you find any thing to alter or propose which will make the enclosed regulations2 more perspicuous or perfect, I wish you to mention it and return them as soon as possible.”

2On the back of this letter H wrote: “Rule of promotion.” H had discussed the rules of promotion with the general officers in Philadelphia in November–December, 1798 (H’s draft of Washington to McHenry, third letter of December 13, 1798; McHenry to H, March 21, April 23, 1799; H to McHenry, second and third letters of April 26, 1799). McHenry had consulted Washington regarding the proposed rules on March 31, 1799 (ALS, letterpress copy, James McHenry Papers, Library of Congress). On April 29, 1799, McHenry sent a copy of the proposed rules to John Adams (ALS, Adams Family Papers, deposited in the Massachusetts Historical Society, Boston), and on the same day he also wrote to Washington (ALS, George Washington Papers, Library of Congress) and enclosed copies of his letter to Adams and of the proposed rules. Washington agreed to them on May 5, 1799 (ALS, letterpress copy, George Washington Papers, Library of Congress), and Adams sent his approval of the rules to McHenry on May 7, 1799 (LC, Adams Family Papers, deposited in the Massachusetts Historical Society, Boston). On July 2, 1799, McHenry sent a copy of the approved rules to Washington and to H (see note 1). Washington accepted them on July 7, 1799 (Df, in the handwriting of Tobias Lear, George Washington Papers, Library of Congress). H sent McHenry suggestions for revising the rules on July 8, 1799. McHenry adopted one of these changes and sent a final copy of the rules to H on September 3, 1799.
