Pursuant to an Act of Congress passed on the third instant authorizing the President of the United States in cases connected with the security of the commercial interests thereof and for public purposes only, to permit the exportation of arms, cannon and military stores1—Permission is hereby given, for the exportation of the arms cannon and military stores exhibited in the invoice hereto annexed.2
Given in the City of Philadelphia, the twentieth day of March, in the year of our Lord, one thousand seven hundred and ninety five.

LB, DLC:GW; copy, DLC:GW. The LB is addressed: “To the Collector of the Port of Philada & other officers whom it may concern.” The copy is similarly addressed but adds the words “of the Revenue” after “officers.”
1. GW was referring to “An Act authorizing the exportation of Arms, Cannon and Military Stores in certain cases” ( 444).
2. The detailed inventory, dated 20 March and signed by Secretary of War Timothy Pickering, is summarized by Pickering as “20 Powder Casks. 4 Large Cases. 5 Hogsheads[.] 20 Arm chests planed & Iron hooped. 4 Boxes for pistols & swords do do. 27 Small ammunition Boxes” (LB, DLC:GW; copy, DLC:GW).
