§ To Congress. 14 January 1814. “I transmit to Congress an account of the contingent expenses of the Government for the year one thousand eight hundred and thirteen.”
RC and enclosure, two copies (DNA: RG 233, President’s Messages, 13A-E1; and DNA: RG 46, Legislative Proceedings, President’s Messages, 13A-E2). Each RC 1 p.; in Edward Coles’s hand, signed by JM. The enclosed account (1 p.), dated 8 Jan. 1814 and signed by register of the Treasury Joseph Nourse, showed that of the $16,724.72 available, a total of $525 had been paid out for contingent expenses during 1813: $25 to Thomas H. Cushing on 21 Jan. for a saddle supplied to an express rider, and $500 to Elijah Mix on 10 Mar. 1813. For the payment to Mix, see Albert Gallatin to JM, 5 Mar. 1813, 6:91.
