Amsterdam 16 May 1787

We are honored with Your Excellency’s respected Favors of 9 & 11 Inst. and are sorry you interpreted our Request, dictated by the Situation of the Accounts of the United-States with us, should extend to the with-holding any further payments to you for your Salary or Disbursements. The Interest and Honor of the United-States, and our personal Esteem for your Excellency, would not admit of our adopting so disagreeable a Measure; And we believd by reverting to what we said on the Subject. This will we hope induce you to hold back any further disposals. Your Excellency will confess, you have overstrained the Meaning of our Entreaty.

With pleasure We assure you, You need not be under any Apprehension for the regular Payment of your Salary. Notwithstanding We shall be in Advance for it. You will not experience a Refusal from Mess. C & R. Puller.

We will use every Effort, to dispose of the remaining Bonds, Which we flatter ourselves will not be without success. Your Excellency shall be advised of our Progress, & whatever Monies their sale may render us Debtors to the United-States, shall be held at Your Excellency’s Disposal; as will likewise be such Part of the Seventy Thousand Dollars promised by the Board of Treasury to be remitted before the First of August next, as will be neccessary to compleat the Sum of Eighty Thousand dollars appropriated by a Resolve of Congress to its Ministers in Europe, for the purpose of forming Treaties with the Barbary Powers.

These Objects will we hope be timely and sufficient to relieve your excellency from every Anxiety, about not being able to do all Honor to the Engagements of the United States.
