7Dumas included a copy of van Berckel’s letter of July 31 asking him to convey to the commissioners the gratitude of the regents of Amsterdam for having communicated the Franco-American treaty of commerce. Van Berckel expressed the regents’ hope for ties of amity and commerce with America and blamed the inactivity of the States General on the pro-England faction.
