Richmond July 17th. 1780.

Sir

The Assembly having directed that the ship Dragon shall be repaired and manned for service, it becomes necessary to decline the sale of her, which they had formerly directed. You will therefore be pleased to take measures for stopping the sale.

The dragon was to be recommissioned by the terms of the Act for putting the eastern frontier into a posture of defense; see Hening, description begins William W. Hening, The Statutes at Large; Being a Collection of All the Laws of Virginia description ends x, 297. The Council on 26 June had ordered this vessel to be sold (Va. Council Jour., ii, 260).
