Herewith enclosed Your Excellency will receive a Copy of an Act of Congress of the 22nd Instant, on the Subject of Plundering the Inhabitants of Places in Possession of the Enemy.1 I have the honor to be With the greatest Respect and Esteem Your Excellency’s Most Obedt Servant

1. The enclosure, a copy of a resolution that Congress passed on 22 June, reads: “That it be recommended to the Legislative and Executive powers in the several States, more especially those that are adjacent to Long island and other places in possession of the enemy to take the most effectual measures to prevent plundering the Inhabitants of such places, and all officers of the army are directed to use their utmost exertions to prevent such practices” (DLC:GW; see also 14:758–59).
