[Philadelphia] March 16. 1794.

E. Randolph has the honor of sending to the President a letter from Mr Short, received yesterday;1 and two books, containing his shares in the companies. Those in the James river company are a hundred, and in Potowmac fifty—See page 26. in the blue book, and 12. in the red book.2

[P.S.] A letter from the Superintendants of the people of St Domingo at Baltimore is also ⟨e⟩nclosed.3

1In his letter to Randolph of 3 Jan., William Short reported on the fall of the French port of Toulon, which is located on the Mediterranean Sea, on 19 Dec. 1793 and speculated on its military and diplomatic implications. Previous to its return to French control, Toulon had been occupied by French Royalists, with assistance from British and Spanish naval forces (DNA: RG 59, Despatches from U.S. Ministers to Spain).

2The two books containing GW’s shares in the James River Company and the Potomac Company have not been found.

3This letter to Randolph concerning the refugees from the French colony of Saint Domingue who were residing in Baltimore has not been identified. On the state committee appointed by the Maryland legislature to oversee relief efforts and the effort by local citizens to assist the refugees, see William Patterson et al. to GW, 30 Jan., and notes 1 and 2 to that document.
