1. Livingston enclosed a certificate that Elias Boudinot wrote at Basking Ridge, N.J., on 24 April: “I do hereby Certify that just before I resigned the department of Commissary General of Prisoners in the Army of the united States of America, I negotiated the Exchange of Coll Attlee of the Pennsylvania Continental Troops, for Coll Billop of Staten Island, which finally carried into Execution by Coll Beatty my Successor, and of which I gave Notice to Coll Attly by the request of Coll Beatty” (DLC:GW).
