Bartholomew Dandridge, Jr., to James McHenry

[Philadelphia] March 15. 1796

By the Presidents order B. Dandridge respectfully transmits the enclosed papers to The Secy of War; & informs him that the ideas on the subject of them both of The Secy of War & Secy of State, are agreeable to those of the President.1 The President suggests that by consult[i]ng with Genl Wayne perhaps a better distribution of the troops might be had—this however he submits to the Secretary.

1The enclosed papers may have been the opinions on the military establishment that McHenry had submitted to the military committee of Congress on 14 March and the report on the same subject by Timothy Pickering, dated 3 Feb. (ASP, Military Affairs, 1:112–14). The docket on the copy of the transmittal letter in the McHenry Papers at DLC indicates that Pickering’s report was sent with McHenry’s.
