Tobias Lear to Thomas Jefferson

Wednesday June 23d 1790

By the command of the President of the United States T. Lear has the honor to enclose for Mr Jefferson perusal a Letter from the Count de Estaing to the President which was alluded to by Mr Short in the letter which Mr Jefferson laid before the president at the time when he delivered the above letter from the Ct de Estaing.1 Likewise two letters a Memorial & a treatise upon establishing a uniformity of Weights & Measures throughout the U.S.—which were written & tran[s]mitted to the President by M. Collignon.2

In response to the suggestion made by GW in his annual address to Congress on 8 Jan. that “Uniformity in the Currency, Weights and Measures of the United States, is an object of great importance, and will, I am persuaded, be duly attended to,” the House of Representatives on 15 Jan. ordered that the secretary of state should prepare a report dealing with the subject (GW to the U.S. Senate and House of Representatives, 8 Jan. 1790; DHFC, description begins Linda Grant De Pauw et al., eds. On his appointment as secretary of state, Jefferson took up the matter and was currently engaged in drafting the report that was presented to the House on 13 July 1790 (Boyd, Jefferson Papers, description begins Julian P.
