2. The enclosed paper was the Cabinet Opinion on Georgia and the Creek Indians of 29 May 1793. Tobias Lear had included this document with his letter to Jefferson of 31 May, in which he asked Jefferson to have the opinion signed by the Cabinet members at their 1 June meeting.
