1The enclosures were two letters from the U.S. minister to Portugal, David Humphreys, which the secretary of state had received this day: a dispatch of 23 Dec. 1791 containing information on Brazil, passing along the Portuguese ambassador to Spain’s hint that the Spanish government favored negotiations with the United States, and announcing the arrival at Gibraltar in early December of Thomas Barclay, the U.S. consul to the court of Algiers, and a letter of 24 Dec. in which Humphreys copied an extract from Barclay’s letter to him of 8 Dec. stating that Barclay would soon depart for North Africa (see Jefferson Papers, description begins Julian P.
