[Philadelphia] Dec. 14. 1791.

Th: Jefferson has the honour to submit to the President a letter from Mr de Viar, with the answer he has prepared to it, and a letter in consequence for Colo. Humphreys.1

1The enclosures were the Spanish chargé José Ignacio de Viar’s letter to Thomas Jefferson of 12 Dec. and Jefferson’s reply of 13 Dec., as well as Jefferson’s letter to David Humphreys of 13 Dec. (see Jefferson Papers description begins Julian P. Boyd et al., eds. The Papers of Thomas Jefferson. 41 vols. to date. Princeton, N.J., 1950–. description ends , 22:396–98, 400–401). Viar wrote seeking repayment of $798 advanced by Spain to assist the American captives in Algiers. Given the ongoing difficulties in communicating with William Carmichael, Jefferson replied to Viar that Humphreys, the U.S. minister to Portugal, would be authorized to draw on the Dutch bankers for the amount. GW apparently approved Jefferson’s letters, because Viar and his colleague, José de Jaudenes, wrote to Humphreys on 17 Dec. and enclosed Jefferson’s letter to Humphreys of 13 Dec. (ibid., 401).
