[Philadelphia] June 11, 1794. “By the President’s order B. Dandridge has the honor to request the Secretary of the Treasury to prepare the proper form of a power to authorise him to carry into effect the ‘Act providing for the payment of the second instalment due on a Loan made of the Bank of the United States.’”1
