To John Rice

Treasury Department, November 7, 1789. “I am favord with your Letter of the 24th. Ultimo1 Enclosing your Weekly Return.… The mode you practise in taking Bonds to secure the Duties on Goods … is certainly proper.… The Harbour Boats you mention in your Letter of the 22d. I have no Objection to, but wish as soon as possible to have an Estimate of their Expence.”
