1. Wolcott was the son of Oliver Wolcott, Connecticut jurist and governor. Wolcott, who served during the American Revolution in the quartermaster department, was admitted to the bar in 1781, and in 1788 was appointed comptroller of public accounts in Connecticut. He was appointed auditor of the Treasury Department on September 12, 1789.

This document is similar to, and formed the basis for, H’s statement on Connecticut in Schedule E (“Abstract of the Public Debt of the States …”) in his “Report Relative to a Provision for the Support of Public Credit,” January 9, 1790 (PAH description begins Harold C. 2. The covering letter has not been found, but Wolcott endorsed this document: “Estimate of the Debt of Connecticut sent to the Honble. Alnr Hamilton Oct. 1789.”
