Department of State, July 2, 1794. “The Secretary of State has the honor of submitting … the inclosed demand of Mr. Campbell,1 the Attorney of the district of Virginia. How it comes to be addressed to this department, is not clear.… But the opinion of the Secretary of the Treasury is requested.”2

1On June 22, 1794, Alexander Campbell wrote to Randolph: “I enclose you my account against the Executive of the U.S. for transmitting the business respecting the British Brige. wch. was captured off the Capes of Virginia & carried to Baltimore” (ALS, RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 5747, National Archives). Campbell requested eight dollars per day for his expenses in traveling from Richmond to Norfolk, Virginia, in January, 1794, to take depositions in the case of the Conyngham, which had been captured by the French privateer Sans Culotte in United States territorial waters. 2H endorsed Campbell’s letter to Randolph as follows: “It will be proper for the Secretary of State to send the Account to the Auditor of the Treasury with a certificate upon it that the service was performed by direction of the President of the UStates which being done it is believed a quantum or meruit will be allowed. July 3, 1794. A Hamilton” (ALS, RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 5747, National Archives). On August 19, 1794, Warrant No. 3962 for sixty-four dollars was issued to Campbell (RG 217, Miscellaneous Treasury Accounts, 1790–1894, Account No. 5747, National Archives).
