Treasury Department, October 16, 1789. “I am favored with yours of the 9th. instant1 transmitting your Return of Receipts and Payments to that day. Out of the Monies then stated to be in hand, you may exchange Notes of the Banks of New York and Philadelphia to the amount of Ten thousand Dollars.…”
