Providence, May 26, 1791. “I have received Mr. Coxe’s circular Letter of the 12th instt.,1 accompanying the Form of a Return of outward Tonnage: The directions respecting which shall be attended to, and the Return completed and transmitted as soon as possible.…”

1Tench Coxe’s circular transmitted a “form of a return of outward tonnage” to be made up by the collectors of the customs for the period April 1, 1790, to March 31, 1791 (LS, to Jeremiah Olney, Rhode Island Historical Society; copy, to Charles Lee, RG 56, Circulars of the Office of the Secretary, “Set T,” National Archives).
