To Otho H. Williams

Treasury Department, February 19, 1794. Encloses “a copy of a letter from Mr Wm Jarvis … which was addressed to the Secretary of State, and by him transmitted to this Department.”1 States that “the proper course of proceeding is marked out by law.”
