Report on Brigadier Generals James Clinton and Edward Hand

[Philadelphia] December 31, 1782

The Committee1 to whom was referred the letter from the Secretary at War of the 22 instant2 report that it will be adviseable to promote B General Clinton to the rank of Major General and to continue Brigadier General Hand in the office of Adjutant General.3
