Report on Brigadier Generals James Clinton and Edward Hand

[Philadelphia] December 31, 1782

The Committee1 to whom was referred the letter from the Secretary at War of the 22 instant2 report that it will be adviseable to promote B General Clinton to the rank of Major General and to continue Brigadier General Hand in the office of Adjutant General.3

1. The committee was composed of Thomas FitzSimons, James Madison, and H.

2. The Secretary at War’s letter, dated December 22, 1782, in which he discussed the appointment of brigadier generals, the promotion of Clinton, and the reappointment of Hand, is printed in JCC description begins Journals of the Continental Congress, 1774–1789 (Washington, 1904–1937). description ends , XXIII, 836.

3. The endorsement reads: “Brigr Genl Hand Continud in the Office of Adjt Genl. Decr. 31st. 1782. The rest recommitted.”
