39. A treaty had been negotiated with Morocco in 1787, but the death of the Emperor, Sidi Mohamet, made necessary a renewal of the treaty. In March, 1791, Congress appropriated twenty thousand dollars for the renewal of the treaty (1 Stat. description begins The Public Statutes at Large of the United States of America (Boston, 1845). description ends 214 [March 3, 1791]). Thomas Barclay was authorized to conduct the negotiations (ASP description begins American State Papers, Documents, Legislative and Executive, of the Congress of the United States (Washington, 1832–1861). description ends , Foreign Relations, 288–89). A civil war between rival candidates for the throne of Morocco, however, prevented a renewal of the treaty until 1795.
